Every save creates a version, unless the content is identical to the current one (same file names, same number of files, same content) — in that case nothing is added. Files inside a package are stored by content and shared across versions, so keeping the full history costs almost nothing. Restore this version saves the old content as a new version and keeps the whole history; Roll back in the toolbar really steps back — it discards the current version.
